Surrender of certificate.—Every transporter who ceases to carry on the transport of excisable articles shall, within thirty days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form E of the manner in which every still held by him has been disposed of.
