Surrender of certificate.—Every owner of a motor vehicle who ceases to carry on the use of a motor vehicle shall, within twenty-one days of such cessation, surrender the certificate of registration to the Regional Transport Authority in person or by registered post, and shall inform it in Form 38 of the manner in which every insurance certificate held by him has been disposed of.
