Surrender of certificate.—Every advertiser on railway premises who ceases to carry on the display of advertisements on railway premises shall, within fifteen days of such cessation, surrender the certificate of registration to the Railway Administration in person or by registered post, and shall inform it in Form E of the manner in which every parcel held by him has been disposed of.
