Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the licensee shall apply to the Appropriate Commission in Form II for a duplicate, accompanied by a fee of one thousand rupees, and the Appropriate Commission shall issue a duplicate certificate marked as such within ninety days of the application.
