Surrender of certificate.—Every observation home who ceases to carry on the running of an observation home shall, within ninety days of such cessation, surrender the certificate of registration to the Child Welfare Committee in person or by registered post, and shall inform it in Form IV of the manner in which every case file held by him has been disposed of.
