Safe custody.—Every publisher of a report of proceedings of the Legislature shall keep every poster to which these rules apply in a receptacle or place reserved for the purpose at the premises where the publication of reports of proceedings is carried on, shall record in Form 6 the description of every poster so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Electoral Officer within three days of the close of each year.
