Surrender of certificate.—Every publisher of a report of proceedings of the Legislature who ceases to carry on the publication of reports of proceedings shall, within forty-five days of such cessation, surrender the certificate of registration to the Chief Electoral Officer in person or by registered post, and shall inform it in Form 2A of the manner in which every account of election expenses held by him has been disposed of.
