Surrender of certificate.—Every operator of a rural water supply scheme who ceases to carry on the operation of a rural water supply scheme shall, within twenty-one days of such cessation, surrender the certificate of registration to the Block Development Officer in person or by registered post, and shall inform it in Form 1 of the manner in which every demand notice held by him has been disposed of.
