Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any parcel agent dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Commissioner of Railway Safety in Form B, surrender the certificate of registration to it and furnish a statement of every register of consignments then held; and the Commissioner of Railway Safety shall enter the intimation in the register within seven days of its receipt.
