Application for registration.—Every amateur radio operator carrying on the operation of an amateur radio station shall make an application for registration to the Universal Service Obligation Fund in Form C, within twenty-one days of the commencement of these rules, accompanied by a fee of five lakh rupees and a statement of every spectrum held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
