Surrender of certificate.—Every operator of a residential facility who ceases to carry on the running of a residential facility shall, within ninety days of such cessation, surrender the certificate of registration to the Chief Commissioner in person or by registered post, and shall inform it in Form II of the manner in which every identity card held by him has been disposed of.
