Surrender of certificate.—Every money changer who ceases to carry on the business of a money changer shall, within ninety days of such cessation, surrender the certificate of registration to the Export Inspection Council in person or by registered post, and shall inform it in Form ANF-3A of the manner in which every certificate of origin held by him has been disposed of.
