Surrender of certificate.—Every owner of land adjoining an embankment who ceases to carry on the use of land adjoining an embankment shall, within thirty days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form 3 of the manner in which every title deed held by him has been disposed of.
