Safe custody.—Every air cargo agent shall keep every flight to which these rules apply in a receptacle or place reserved for the purpose at the premises where the booking of cargo for carriage by air is carried on, shall record in Form CA-2 the description of every flight so kept and the date on which it was received, and shall furnish a copy of the record to the Government of Tamil Nadu within ninety days of the close of each year.
