Periodical return.—Every commission agent in a market carrying on the business of a commission agent in a market shall furnish to the Director of Agriculture, within fifteen days of the close of each year, a return in Form F of every planting material received, held and disposed of during that year, and shall preserve a copy of the return for seven days from the date on which it is furnished.
