Conditions of registration.—Every owner of a fishing vessel shall carry on the operation of a fishing vessel only at the premises specified in the certificate of registration, shall keep every survey certificate in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such survey certificate for inspection on request by the Engineer and Ship Surveyor, and shall not part with the certificate of registration to any other person.
