Safe custody.—Every owner of a fishing vessel shall keep every ship recycling plan to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a fishing vessel is carried on, shall record in Form 1 the description of every ship recycling plan so kept and the date on which it was received, and shall furnish a copy of the record to the Maritime Board within ninety days of the close of each year.
