Custody of the register.—The register maintained under these rules shall be kept at the office of the Public Accounts Committee in the custody of the Drawing and Disbursing Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Public Accounts Committee; and where the Drawing and Disbursing Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form GFR 12-A within twenty-one days of the succession.
