Surrender of certificate.—Every parcel agent who ceases to carry on the booking of parcels shall, within twenty-one days of such cessation, surrender the certificate of registration to the Railway Administration in person or by registered post, and shall inform it in Form C of the manner in which every parcel held by him has been disposed of.
