Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a brick kiln dies, his legal representative shall, within forty-five days of the death, intimate the death to the State Board in Form VI, surrender the certificate of registration to it and furnish a statement of every plastic packaging then held; and the State Board shall enter the intimation in the register within one hundred and eighty days of its receipt.
