Application for registration.—Every observation home carrying on the running of an observation home shall make an application for registration to the Local Complaints Committee in Form V, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every register of children held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
