Surrender of certificate.—Every transporter who ceases to carry on the transport of excisable articles shall, within fifteen days of such cessation, surrender the certificate of registration to the Excise Commissioner in person or by registered post, and shall inform it in Form E of the manner in which every permit held by him has been disposed of.
