Surrender of certificate.—Every distribution licensee who ceases to carry on the distribution of electricity shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Petroleum and Natural Gas Regulatory Board in person or by registered post, and shall inform it in Form V of the manner in which every energy bill held by him has been disposed of.
