Safe custody.—Every permit holder shall keep every road tax receipt to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of a transport vehicle is carried on, shall record in Form 1 the description of every road tax receipt so kept and the date on which it was received, and shall furnish a copy of the record to the Licensing Authority within seven days of the close of each year.
