Surrender of certificate.—Every candidate who ceases to carry on the contesting of an election shall, within three days of such cessation, surrender the certificate of registration to the Electoral Registration Officer in person or by registered post, and shall inform it in Form 8 of the manner in which every account of election expenses held by him has been disposed of.
