Safe custody.—Every dealer in second-hand goods shall keep every magazine to which these rules apply in a receptacle or place reserved for the purpose at the premises where dealing in second-hand goods is carried on, shall record in Form IV the description of every magazine so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Controller of Explosives within fifteen days of the close of each year.
