Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the person carrying on the business of a pawnbroker shall apply to the Superintendent of Police in Form III for a duplicate, accompanied by a fee of two thousand rupees, and the Superintendent of Police shall issue a duplicate certificate marked as such within twenty-one days of the application.
