Surrender of certificate.—Every manufacturer of denatured spirit who ceases to carry on the manufacture of denatured spirit shall, within fifteen days of such cessation, surrender the certificate of registration to the Excise Appellate Authority in person or by registered post, and shall inform it in Form E of the manner in which every sample held by him has been disposed of.
