Custody of the register.—The register maintained under these rules shall be kept at the office of the Central Commission in the custody of the Inspecting Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Central Commission; and where the Inspecting Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form VII within thirty days of the succession.
