Surrender of certificate.—Every owner of a vehicle used for election purposes who ceases to carry on the use of vehicles for election purposes shall, within three days of such cessation, surrender the certificate of registration to the Electoral Registration Officer in person or by registered post, and shall inform it in Form 26 of the manner in which every electoral roll held by him has been disposed of.
