Application for registration.—Every banker issuing instruments carrying on the issue of bills of exchange and promissory notes shall make an application for registration to the Inspector General of Registration in Form C, within thirty days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every refund application held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
