Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any repairer of weights and measures dies, his legal representative shall, within twenty-one days of the death, intimate the death to the District Commission in Form D, surrender the certificate of registration to it and furnish a statement of every declaration then held; and the District Commission shall enter the intimation in the register within forty-five days of its receipt.
