Safe custody.—Every manager of a school library shall keep every certificate of recognition to which these rules apply in a receptacle or place reserved for the purpose at the premises where the running of a school library is carried on, shall record in Form D the description of every certificate of recognition so kept and the date on which it was received, and shall furnish a copy of the record to the District Education Officer within thirty days of the close of each year.
