Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the operator of a testing station shall apply to the Highway Administration in Form 1 for a duplicate, accompanied by a fee of fifty rupees, and the Highway Administration shall issue a duplicate certificate marked as such within forty-five days of the application.
