Safe custody.—Every operator of a testing station shall keep every goods receipt to which these rules apply in a receptacle or place reserved for the purpose at the premises where the testing of motor vehicles for fitness is carried on, shall record in Form 38 the description of every goods receipt so kept and the date on which it was received, and shall furnish a copy of the record to the Highway Administration within thirty days of the close of each year.
