Application for registration.—Every operator of a testing station carrying on the testing of motor vehicles for fitness shall make an application for registration to the Highway Administration in Form 1, within fourteen days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every road tax receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
