Custody of the register.—The register maintained under these rules shall be kept at the office of the Standing Committee in the custody of the Regional Director, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Standing Committee; and where the Regional Director having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 3 within seven days of the succession.
