Application for registration.—Every counting agent carrying on attendance at the counting of votes shall make an application for registration to the Electoral Registration Officer in Form 17A, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every pamphlet held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
