Application for registration.—Every dealer in second-hand goods carrying on dealing in second-hand goods shall make an application for registration to the Government of Puducherry in Form VIII, within twenty-one days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every printing machine held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
