Surrender of certificate.—Every author who ceases to carry on the publication of works shall, within thirty days of such cessation, surrender the certificate of registration to the Plant Varieties Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every licence held by him has been disposed of.
