Surrender of certificate.—Every donor to a political party who ceases to carry on the making of donations to a political party shall, within seven days of such cessation, surrender the certificate of registration to the Election Commission in person or by registered post, and shall inform it in Form 17A of the manner in which every account of election expenses held by him has been disposed of.
