Safe custody.—Every donor to a political party shall keep every ballot paper to which these rules apply in a receptacle or place reserved for the purpose at the premises where the making of donations to a political party is carried on, shall record in Form 17A the description of every ballot paper so kept and the date on which it was received, and shall furnish a copy of the record to the Election Commission within sixty days of the close of each year.
