Grant of certificate of registration.—The District Magistrate shall, on being satisfied that the application is complete and that the fee of two hundred rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form III within fifteen days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every admission register stated in the application.
