Application for registration.—Every dealer in arms and ammunition carrying on the sale of arms and ammunition shall make an application for registration to the District Magistrate in Form VI, within forty-five days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every explosive substance held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
