Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a hazardous installation dies, his legal representative shall, within fifteen days of the death, intimate the death to the National Executive Committee in Form B, surrender the certificate of registration to it and furnish a statement of every fire safety certificate then held; and the National Executive Committee shall enter the intimation in the register within three days of its receipt.
