Surrender of certificate.—Every scholarship disbursing institution who ceases to carry on the disbursement of scholarships shall, within twenty-one days of such cessation, surrender the certificate of registration to the Rehabilitation Council in person or by registered post, and shall inform it in Form III of the manner in which every facility held by him has been disposed of.
