Application for registration.—Every water user association carrying on the management of an irrigation system by a water user association shall make an application for registration to the Tribunal in Form D, within fifteen days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every canal held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
