Surrender of certificate.—Every publisher of textbooks who ceases to carry on the publication of textbooks shall, within twenty-one days of such cessation, surrender the certificate of registration to the Regulatory Authority in person or by registered post, and shall inform it in Form D of the manner in which every attendance register held by him has been disposed of.
