Safe custody.—Every operator of a dam shall keep every incident report to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a dam in an emergency is carried on, shall record in Form B the description of every incident report so kept and the date on which it was received, and shall furnish a copy of the record to the State Executive Committee within one day of the close of each year.
