Application for registration.—Every user of the national flag carrying on the display of the national flag shall make an application for registration to the Review Committee in Form E, within forty-five days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every return held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
